Exactly. The point of greatest pressure on a dam is just at the base on the inside wall where the water is. The water pressure also helps to contain the explosive, essentially changing it into a shape charge directed at the dam wall.

Even though a dam is thickest and strongest at that point, an explosive at that location has the best chance of overcoming the strength of a dam.

The only more effective location for an explosive is inside the walls of a dam, once again at the base. In this location the explosive is entirely contained and thus most effective.
