Protestors want change. Indeed. That's the point. But there's nothing fearsome about a bunch of people occupying a space and praying. They want attention and sympathy to change hearts and minds and achieve their change. They want to persuade. Terrorists want to scare the hell out of us for any number of reasons, one of which may be to achieve change. Not a very effective way of achieving change, though, so either they're stupid/deluded/whatever or change is not first and foremost in their minds, as it is for the protester.
