This was proven in August 2001 when Osama bin Laden met two officials from Pakistan's nuclear industry, Sultan Bashiruddin Mahmood and Abdul Majeed, near Kabul to plan al-Qa'ida's attacks beyond September 11. Mahmood had called Pakistan's bomb "the property of a whole Islamic community".
