That was my point - that the US is able to use the shut down of trade with the US as a weapon. The US also subsidizes US sugar producers, keeping US demand from the world market. This lowers the sugar price Castro gets

The US has suffered the unavailibility of fine cigars and some rums.

Of course, it helps a lot that Castro & crew prefer totalitarian control to economic progress, and have manage to disgust many of thier previous trading partners....
