This connotes something a little different than what was initially posted.

Seems like he ruled on the letter of the law (which is what a judge is supposed to do), while commenting on the poor judgement used by the officers. That seems reasonable. However, if I were the parent, I would be plenty upset by the whole affair. I am glad that the transit authority was able to come up with a more sensible approach to dealing with such problems.
