What would examples be of terrorism with no intent to protest? I can see perhaps a local criminal boss or warlord using force to intimidate the local population. But is that terrorism or just intimidation?

I tried to think about historical examples of systematic terrorist violence with no political rationale and can't come up with any.

You've come closest to what I was concluding after wading through some of this today, until you said that not all terrorism is a form of protest.

I couldn't think of terrorism without some form of political motivation behind it since I equate terrorism with having some goal. What would you consider terrorism without the political overtone?
