Well the bus one blew out the upstairs windows and some witness's made it sound like the backpack guy was upset by a misfire. Who knows. Smoke bombs would be enough at this point to terrorize there is little doubt of that.

Could be incompetence. But it points out that inspite of a massive investigation from the last one, there are still actors out there capable and willing to act. It may be that al Q lacks the necessary material for bombs and is conserving and just making smoke for the psychologcal affect. Soon, Brits will feel dread everytime they get on a bus or go down the escalator to the subway.
