I don't understand why Europeans are so willing to trust the government and have so little privacy concerns. Most of these measures would have met huge opposition here.

US is going in the same direction as well. This is nobodys first choice but a best choice given the nature of the enemy within our countries. Personally i think europe has a bigger internal threat and the US a bigger external one.
