The reason why 2005 is lower is not due to organic growth and resulting higher tax revenues but is largely due to a one time tax holiday given to corporations which are allowed to repatriate cash from abroad without incurring the customary 35% tax rate. This tax rate giveaway is now set at, I think, around 5%. Many US corporations have taken advantage of this gift and have repatriated lots of cash at the favorable rate, inflating tax revenues on a one-time-only basis.

This is not a permanent feature of the Tax Code as it expires this year. We will be back at square one next year.
