What if the suicide bomber has a deadman's switch [and you shoot him]? Then you lose "the bet". Is shoot to kill on sight of a padded jacket a good policy? Head shot or body shot? Is he/she in a crowd? Is everyone laying flat? Is it in an enclosed space? Are they headed towards a large group? Every situation will be unique based on many factors and will require an immediate decision. Some will have a "good" outcome; some not. You hope that the large majority of decisions have a good outcome. jttmab
