California is the only state I've ever lived in that had a referenda process. Tell me about it ! I've relocated from the Boston area to Palo Alto 1 1/2 years ago for work reasons (I do know the area from many business trips during the 90's) and can see all this clownishness first hand. But I do think such a process can have its place - it's not something to use every day though. A question like the EU constitution is an example of an important enough issue that it could be justified.
