I read speculation that the dead man COULD have been testing police defenses, seeing what they can get away with.

if the idea is 'shoot to kill' you fire enough shots to make sure you finish the job, end of story

I agree with the police on this one. i am sure glad i wasn't in the position of the cop.

Now why didn't they take this guy out as he opened the front door of the building with a heavy overcoat on? Where was the sharp shooter. Why did the cops let him walk the streets, jump over gate and enter tube? this is very bad police work if they felt this guy had a bomb on him.

He should have been confronted at the front of his house!

<<I agree with the police on this one. The only sure way to keep him from setting off a bomb was to kill him. >>

One of the stories on the radio was the London Police have shoot to kill orders now.

<<It had to be a head shot to keep from hitting any explosives.>>

I remember being in Kenora, Ontario about 35 years ago when a guy wearing an explosive packed vest with wires running to a clothes pin in his mouth robbed a bank. His note also asked that the RCMP clear the street so there wouldn't be any trouble. Yep, a rookie shot him and that was the end of the video clip as the camera was knocked out of the reporter's hands by the blast.
