This has been the standard strategy of the Palestinians for ages.

Commit mass murder in the hopes of provoking an overreaction, and if by luck it happens, it's in the news to amplify their initial publicity at no extra cost.

Look at the inept Homeland Security here in the US and all the hidden costs.
