you shoot him long before he gets to a group of people. like entering the train station or getting on a train. I think poor training or some captain didn't give word earlier enough to take the guy down. doubt if nyc cops had this house under surveillance he would have gotten a few blocks with a heavy over coat.

i believe latest news says he had nothing to do with bombing or associated with it. stupid guy ran. police apologize.

Not being there, one can also wonder if this person in panic also was squirming on the ground after being tackled. In that context stopping the danger of an errant squirm seems quite reasonable. It was unfortunate, but acting irrationally in such a dangerous context often leads to the unfortunate.

I pray for those who have live with their justified actions.
