We weren't there but assume his arms were across his body - the bomb vest (assumed) under his coat would/could have exploded. A head shoot is a clean target with little chance to cause an explosion, also you're goal is to hit the brain in a way he loses all motor control so he can't depress a button.

That said - five shoots - seems a bit excessive.

Not to mention using a Tazer or tranquilizer gun...
