Not opening all the borders. Get a mass migrants by given them incentives to move to the countries that need them.

Say one guy would be granted a residence permit and an income tax holiday of say 10 years. No income tax only VAT and property taxes.

Then most of the interesting people would move in. A firedn of mine could get a job with Bombardier on Canada. He said. the standard of live would certainly be better than in Brazil. But once there you'd be stuck. High taxes no way to save money.

To attract this type of people he needed a carrot to go there.
