The Federal government needs to be able to defend every dollar it spends - what tax sinks are not producing results, where are we duplicating effort, what programs are actually counter productive, what spending is thinly disguised theft.

In times of war, even pseudo wars like the present, the best place to find this is in the department of defense. Billions and billions are disappearing, have disappeared in Iraq without any accounting. No doubt there are $500 toilet seats again. One should do, as McCain has done, argue for serious fiscal accountability.
