DOn't believe the smearvets. Read the 1971 testimony in its entirety and you will plainly see that Kerry was representing the veterans and just passing along their heart-wrenching true tales. It was meant to shock, but it was never a criticism of any of our troops. On the contrary. It was plainly a criticism of the top brass and White House war policy-makers. At issue were the methods we were using in Vietnam. Just like it's stated in APOCALYPSE NOW, the methods had become "unsound". Insane really. Unable to ferret out VC terrorists and gunmen, we sometimes leveled entire villages, entire forests, entire plains of rice paddies. CLouds of toxic chemicals like Agent Orange which killed everything. Napalm on villages. You've seen the photos of burning children. My Lai massacre. And of course The Phoenix Program which smearvet type far rightwingers refuse to admit happened, but that program, using some of Kerry's friends as the killers assassinated and wiped out thousands of suspected VC in hot zones. Amongst the favorite methods uses for psyops affect were beheadings. We do a lot of bad stuff in war and sometimes it can't be helped, but in Vietnam the rules of engagement were thrown to the wind. That's why the atrocities happened. That and sheer frustration in an unwinnable situation. So Kerry has nothing to apologize about. He helped end that awful quagmire and that's heroic.
