Nope, Bush never said "Mission Accomplished". That's a fact.

The was "Mission Accomplished" banner for the men & women on
the USS Abraham Lincoln who were completing a long tour of
duty. Read the whole speech linked below.

So much for those "beyond outstanding" reading comprehension
