In the context it is used for Iraq, it would have been an attack on Hitler by Britain. Or at least a movement of British troops into the Rhineland.

I blame Hitler on Woodrow Wilson.

I remember from Arms of Krupt that Germany was producing tanks without guns, getting them ok'd as tractors, then sticking on the guns.
