I think it is clear from your post that you have absolutely no idea what transpired that lead to the death of that Brazilian guy. Those policemen didn't have some spontaneous impulse and blow him away. They were trailing him because he looked and acted very suspicious. According to British police policy, they had to have had direct permission to shoot to kill, either in a planning session prior to the incident or over their radios. The police claim he was coming out of a house that was under surveillance. We have no evidence that that is true. As for is acting suspicion......that would be his dark skin and padded coat. Never have I heard previously that either are considered suspicious behavior or cause for killing someone. But I guess things are changing. Now, at this point, no one knows whether they were given shoot to kill orders by their superior. But if they were given those orders and all policies and procedures were followed, then no one can be blamed for their actions. If they did open fire spontaneously, as you claim, then they should all lose their badges and be open to civil and criminal prosecution. End of story. They were told by their superiors to shoot to kill. And they did. So they were following orders. What you seem very willing to ignore is that London cops don't usually carry weapons. Only certain cops are allowed to carry them. They also don't have a lot of experience dealing in these kinds of situations.
