That's a crock. Do you think the United States should have sent troops to Rwanda to stop the genocide there? Rwanda is an independent country. The rest of the world seems to think the USA made a mistake for not sending troops there. Saddam is responsible for the deaths of maybe three times as many people as that genocide. And Saddam did try to kill Americans even after Desert Storm - which is in violation with the Peace agreement. When bin Laden tied his declaration of war on the United States on UN Sanctions on Iraq, at the same time that Iraqis were helping bin Laden manufacture chemical weapons in the Sudan (according to Richard Clarke), they became tied together.
