You shout "STOP! ARMED POLICE!" He runs, boards the bus, it leaves, you chase halfheartedly after it on foot, losing ground. You certainly wouldn't want to be on it if your suspicions are right. Two blocks away, it explodes, killing 20 people. As an alleged guardian of the public, how would you feel? That you'd done a great job of protecting them? If you were police commissioner, how long do you think it would be before you could find another job?Can't give out confidential information you know. You're right. We should have given to the USSR the instructions for building atomic weapons right after the Trinity test.
