No, it's MAD - Mutually Assured Destruction.
We used it for 50 years during the Cold War. We never had
to respond, because it deterred an attack.

What are the alternatives?

You would say, in advance, that unless we can isolate the small group that launched a nuke at us - we should do nothing?
That I believe is an invitation to do it - and to continue to do it.

In my view, that is very dangerous.
