I've done a bit of quick searching given the two links you gave me. I'll use it to build a file I can examine later.

In the course of doing so, I found one central piece. No doubt there are more.

This one is the piece by Robert Rubin, Allan Sinai, and Orzag (first name escapes me). A summary is at brookings.edu and a link to the full text.
