Please correct me if I'm wrong, but aren't individual counties responsible for purchasing their own voting machines?

"Columbus, OH —VerifiedVoting.org reported today that the majority of Ohio counties considering the purchase of paperless e-voting systems have decided against buying the machines in this election year. However, at least 11 counties are still considering paperless e-voting machine purchases before November 2004" - Verified Vote.org
