This is a very good post Sun Tzu. I wish this were the way the world was progressing, but I am pessimistic that it will at this point.

It seems unlikely to happen until after 2009 - with our current leadership.

So, wish us all well...

There is a very limited window of opportunity within which to transform the world from a lawless wild west to a civilized place. This is the philosophy that says together we will share a much bigger pie than by fighting the winner can have alone. This approach also reduces conditions that promote terrorism and discontent. It is in direct conflict with the neoconian hegemony or the raw capitalist neo-colonialism mindset.

Japan, if indeed it wished, could produce nukes on short notice.

Perhaps, they understand the physics, but making one is an entirely different ball game.

North Korea is nuclear.

I doubt it. They've never tested a weapon. They may be in the design phase; might even have a prototype, but without the test they don't know whether they have a weapon or not. President Kim might think he has one, but what does he know about physics.

The point I am making is ...

Regardless of the disagreement on North Korea and Japan, your point is valid. Though I'm not as optimistic as you about the window of opportunity. Inevitably, the world will see either another nuclear event or a biological weapon of equal or greater magnitude in death.
