Was the address under surveillance an apartment building? Hotel? Backpackers? Sometimes more than one person lives at a particular premises. Mr Plod goofed. That's all there is to it. They need to get a real job, such as peeling potatoes since they can't work out who is a terrorist and who is a guy wearing a jacket and running for some reason, such as perhaps to catch a train. Note that real terrorists buy two way train tickets. My experience of security people is lots of authority and not much in the way of brains. That's never a good combination for results. Mqurice
