A separate Pentagon report to Congress last week said 94,000 police and 77,300 soldiers have been trained and equipped so far in Iraq, but only a relative handful are capable of taking on insurgents.

This is one thing that is strange. Why are the insurgents literate, courageous, independent fighters willing to die (obviously) for their cause, and the Iraqi police are illiterate cowards that run away when someone steps on a twig? They come from the same population.
