Hypothetically, if US were to push for confederation of 3 semi-aligned states solution, then the Shia and Kurds could push the Sunni Arabs into western Iraq and force the solution onto them. The internal and external borders could then be controlled and the will of the Sunnis could be broken through a mix of carrot and sticks incentives for rebuilding "their" state. They would have no oil, of course, but could make a living from pipeline transition fees. US could be mostly a "friend" in each segment. In time may be they could even be persuaded to draw the pipeline to Israel. Needless to say this would be a bloody path, but I think the present situation is just as bloody but over a longer timespan...but I don't see the political resolve or competence for this.
