You're illiterate: The "Gift Trust Agreement" the Cheney's signed two days before he took office turns over power of attorney to a trust administrator to sell the options at some future time and to give the after-tax profits to three charities. sell the options at some future time + after-tax profits = major conflict of interest by increasing the tax deduction cheney enjoys as a result of creating wars that should not even exist. The higher HAL goes the bigger cheney's tax deductions and the "tax-free" dividends, income, and capital gains this soulless ghoul can delight in while the victims of his largesse suffer and die.
