What of those unemployed who stopped working and are not counted in the data but who still partake in resources provided by the society? I think in the past there were sound fundamentals for calculating the CPI the way it was done, but times change and it seems several make assumptions about what the CPI tracks that is not necessarily true. Even perhaps key decision makers who don't have a good grounding in economics. Hedonics may have more closely represented the real picture than they do today, the moving target is possible varying to a much wider degree than the past. Some of the estimations or projections may be very wrong, unfortunately it would only take a small amount of certain estimates to be wrong to really skew things with even great economists getting most of the other number right. Politically I see childish battles over redistricting by my employees (the elected representatives) and would not put it past them to bring such sillyness to economic spheres. Some have great faith in the many government employed number crunchers and assure me they are top notch without any agendas. To which I think a sucker is born every second.
