It does look like, public statements to the contrary, they have altered their instructions to the force.

BTW, I'm surprised to hear taser-related stock hasn't performed well. I would have thought it was a real growth industry but I guess I'm behind the times.

You should buy a taser to practice with. Might help your stock too. :o)

It is extremely difficult at best to hit a moving target with a taser. That rules out using it when he was on the move.

And you cannot restrain someone while using the taser.
And there was no way the cops were going to let go of the first guy to laser him.
