Michael, I don't think that happens very often anywhere. They come afterwards, check out the the mess, arrest the guilty, and take them to court [like OJ Simpson]. There are some very pathetic and infuriating episodes the Simpsons police have created in NZ in recent times. Dial 111 [emergency] and the police send a taxi. To the wrong address.

I spent a while the other day thinking what police have ever done for me directly and it's nothing. But they have annoyed me from time to time, minding my own business. Indirectly they have belatedly got some people locked up who are a constant threat to other people. Unfortunately, the courts let them out again to do more carnage. It's a waste of police time and causes harm to the community.

I'd arrange execution for particular categories of crime.

Of course there needs to be some armed defence because some people are simply violent thugs who will not stop until somebody stops them. Unfortunately, some of them are disguised as police.
