If someone is planning such an attack, they would have to consider what our retaliation would mean to them and the geographic point of their beliefs.

If many other people know of such plans - they would be much more likely to discourage these bombers.

It is not foolproof - but neither was deterrence 1949-1989 during the Cold War. A mistake could have happened. But both sides recognized what they would be beginning should they act. Same with India and Pakistan (so far).

Why do each want nukes - but to deter the other??
