I find Lotteries morally repugnant. That being said, my state has lotteries, and to date I am even up on the lottery and expect to remain even for the foreseeable future. It generates fairly large voluntary tax revenue.

There was a referendum on VAT in Virginia or one of the Carolinas in 2004 if memory serves me. It too was structured as a failed reelection bid.
