Clarke's problems were with Bush not Clinton. Yes, Clinton could have done more, but he did a lot. 300 cruise missiles for only two embassy bombings is a lot. Those things cost 1.5 million apiece. But Clinton had a 24/7 Al Qaida desk in the WH. Bush disbanded it.

After the USS Cole, Bush came into power and did nothing against Al Qaida. Zero. Even protected his Saudi friends who were inplicated with terrorism. Not until after 9-11 did he even mention terrorism. Neither did Rice. Then he did a quick invasion of Aghanistan and switched channels to Iraq. Then said Osama didn't concern him anymore.

Why?
