I'm just saying if some private citizen wants to donate a monument to a public building, then let them.

Let them donate the monument to the church, where it belongs. Why do you think they need to put it in a public building? If they want the building to be more pleasing, they can donate non-religious art, or they can pay for a new coat of paint.

Something more than altruism is involved when you put a religious artifact in a non-religious setting.
