The region to the south is populated by Arabs also. In that region the Sunnis would be oppressed or obligated to leave if it is declared a Shia Federation.

But more likely the sunni rump state will be out of luck and will have to settle. Get federal or face the consequences sunnis.

My crystal ball is busted. I can't imagine imposing a shia federal state where sunnis claim property or visa versa... Although Iran and Saudi are unofficially that case. It will be interesting to see if they can reach some sort of compromise or not.

The Kurd situation is a little different since they are a distinct ethnicity and culture.

Except that if you're born a Sunni (surprise!) you're being pushed around by Saddam, by the US and now by the Shiite led government. There was a woman, later murdered, who was on the original governing council. She had to ask her father if they were Sunnis or Shias. Apparently some Iraqis didn't now and didn't much care.

The US invasion is exacerbating the ethnic tensions which then lead to a high grade civil war with real shooting. I've heard that the Sunnis and Shias have been arguing for a milennia, maybe, it wouldn't be surprising.

It's a simple POWER GRAB, nothing more.

Everyone in Iraq sees the fall of government, total chaos, $8.8 billion of their own money and who knows how many billions in US taxpayer money flooding the country along with a once-in-a-century power vacuum. What would you do if this were Cleveland and San Diego instead of Fallujah and Basra?

You would get our your bazookas and go grab power.

There are apparently oilfields in the north and oilfields in the south and none or few in the Sunni center. The Kurds are angling to keep the Kirkuk oilfields and they are also quietly booting out or jailing arabs and Turkmen.

What would you do? Sit quietly by and say, ok you US invaders who have put the Shias into power, you disbanded our military and told everyone to go home without pay-jobs-pensions, there is depression-level unemployment and worms in our drinking water...yep...we'll do whatever you say and take our lumps.

That's not human nature. That's wishful thinking.
