Yes fab cost is one potential I have considered, but India has some very rich dot commers. Further, there are many wealth Indians in the US venture field. These guys have funded quite a few IC design houses as well as IC CAD startups, but not FAB's. It is possible that industrial infrastructure is the problem, like reliable electricity, water, plus the entire spectrum of chemical supplies, etc. Both Malaysia & Singapore can afford to play, why not India?

BTW, IIRC Dubai was once toying with the idea of 12" modern FAB, which they could easily finance. The ME is rolling in money, but only Israel has modern FAB's. The rest of the bozo's should figure out what they are going to do once the oil runs out.
