Perhaps I should just capitalize Terrorist when I use the term in deference to all the little kids who can't go to sleep without the lights on. After all, people can be terrorized by all sorts of things. People have been known to be terrorized by hurricanes and tornados.

You might want to talk about terrorism differently in different venues, say a school venue where kids may be terrorized by bullies, but at this point in history on a political thread, I think that Terrorism has meaning only in the context of asymmetrical warfare. Even if you call a state "terrorist," you're talking about a little state and its relationship with the global community, not its treatment of its own people.
