My point is that in many areas of our language, a label that has one meaning, such as the result of an action is good or bad, kind or cruel, comes to imply an understanding of what motivates the action, when in fact it provides no or very little understanding of the motivation


If you run over my flowerbed, I have no way of ever knowing what your motivation was. It could be a "hate crime," an "innocent mistake," etc. We maintain a legal system to try to determine intent, but that's a guess. What I want from you when it happens is full damages, and my flowerbed returned to it's original condition.

The greatest "evil" done in the world is done with "good" intentions. Pol Pot's actions were "good" from his standpoint. But that doesn't let him off the hook for doing evil.
