Back in the 80s I discussed this subject with Indians at various levels in the business world(Delhi, Bangalore). When asked to compare China and India they said that India had not increased its poverty population while it had protected its free society. China, on the other hand had a low poverty level but most of the population was poor and all were in a repressive society.

In Bangalore one often saw dead people in the streets. Not as often as in Delhi or Calcutta(1985-87). Never saw that in China(1983-88).

Do you have a feeling for what specifically India is doing to cause this difference? Is China neglecting to do the same thing? In Africa, Indians were everywhere as the merchant class so to speak. Not rich generally, but doing quite well compared to everyone else.
