I think if someone blew up the White House to apply political pressure, even if they did it in such a way that no one was harmed, it would still be an act of terrorism. So I don't think people really need to be involved as victims, and I certainly don't think they need to be civilians- although many times they are. When a car bomb goes off under a humvee I don't think it is less of a terrorist action than when it goes off under a cab. I think the major components of terrorism are 1. violence 2.committed for political or social reasons 3. with the purpose of coercing some other group into doing something 4. by destroying people or property whose/thats destruction have the greatest chance of inflicting the greatest emotional harm.
