There is no common sense reason why a government action couldn't terrorize innocent people.

Of course a government can terrorize innocent people. Tornados can terrorize innocent people. So can ghosts and goblins. But that doesn't necessarily make it "terrorism" in the current, political sense of the word. That's what we're discussing.

In an earlier discussion of terrorism on another thread, I remember discussing the blitzkrieg and the bombing of Dresden. Each certainly was terrorizing and both were intended to be so. But was that "terrorism"? Mecca would be similar. I don't know that it would be labeled "terrorism." It would be a horrid thing to do, but not necessarily terrorism.
