Yes, and especially if they don't insist on a lot of money. Unfortunately, recruiting isn't going that well so some people are thinking in terms of conscription, compulsion, the press gang and the bad olde ways of yore when people were outright serfs, with lives nothing but fodder for the king, emperor, dictator, or state.

The obvious answer is to raise the pay rate if supply is short.

It's surprising how many people haven't heard of the laws of supply and demand. For those who are new to the idea, when something [such as people volunteering to join the military] is in short supply, the price goes up. Those wanting to buy the services in short supply have to pay more to get sufficient supply.

Criminal types shift their thinking to confiscation and state edict when supplies of things get tight. There are LOTS of criminal types out there.
