The US administration has largely used language since 9/11 similar to LindyBill's: The terrorists are Islamic wacko's, we must find and kill them. There is no point in understanding what motivates them (it's simply religious fanaticism) and we will never negotiate with them. Bush, Rummy, and many others have used this rhetoric many times. You can most likely remember some of the lines.

In the last couple of months a number of things happened

1) News leaked that the US was holding discussions with Sunni insurgents about possible solutions. There were disclaimers regarding foreign fighters however.

2) Rummy and others have increasingly stated that the US will NOT win the insurgent war, it is the Iraqi's who must, and this depends on addressing Sunni isolation in the government. This is a notable difference from earlier.

3) Most recently, there has been an admission that the insurgents have an ideology, and they have goals. Duh!

4) The latter seems to be leading into a potential PR overhaul of the WOT moniker. GSAVE?

5) Increased chatter about US & British troop reductions in the <12 month time frame. This latter is something I have been predicting for a while, since we are closing in on 2K US dead, and still running around 50/month (although this month is down nicely from the last two) with 2006 elections battles looming in a year.

One can afford not to study one's enemy if a total triumph is achieved. Otherwise one will get around to it sooner or later.
