African governments are only interested in keeping a tiny minority happy. Foreign countries are only interesd in the access to that market or to the stuff they can export.

Don't even talk about foreign aid. Any time I hear this word I wish I had a gun.

Foreign aid is:

1) Buy good behavior

2) Dump unwanted products (like dumping milk powder and wheat flour to empty the stores for the next harvest in Europe.

3) Use Africa (and any other poor country) as a rich's kids play ground (Peace Corps, Cuso, Oxfam...)

4) Use Africa as training ground. Send a few young doctors or scientists to learn, the doctor comes back and sell his experyixe to Merck or Glaxo.

5) Support the man in power (YOUR man) in a difficult time else someone over throw him and you need to start from zero with the new one.

6) Coat all that with a sweet cover of moralism and you've got it made!!!

The solution is to speak to those governments like you speak with any other government: You put your house in order that we are on board with you. Fail and you will be on your own.

But you know if the French says that to their former francophone colonies, immediately the Germans and Brithish fills the vaccum...

Trust me, even with only one, you would need those couples of days to rest. Believe me!
