This part needs some clarification: "Realistically, the data must be analyzed, and not in realtime. Further, most of the analysis might be automated rather than human. I wanted those pieces to be specifically mentioned, since I suspect they are parts that make some uncomfortable. If a crime is committed somewhere, the relevant stored data is analyzed." Is there (and did you mean) a scope of real-time analysis that comprises more than the license plate recogition software routines available in some current systems? What would that be?
