You can, if you ask the right questions.

The question would be, could anyone have enough control over events in the universe to overcome chaos, and if so what would be the necessary conditions.

The necessary condition turns out to be predestiny. The universe may be unpredictable, but it would have to be deterministic or it would indeed be overwhelmed by the "butterfly effect".

God may exist, and may have launched the big bang, but he can only know the future if our universe is in effect, a simulation.
